I'm just a noob. I only started actually getting into newgronds recently(after just watching Zelda flashes all day). I don't even know how to submit a flash. But newgrounds is the best website I've ever seen, and I'm happy to be a part of it! POSTED 3 DAYS LATER: wow, this redesign makes newgrounds look much different. The funny thing is, it's basically functioned the same way.

Go to flash portal. On top of the rating symbols, there will be a button (with a link obviously) that says: Submit! Go click that and then you will be directed to a form or something. Upload your flash, add the rating, name it, add flash icon and done. That's all. :D
